Some communities read the haftaros from nevi’im written on scrolls of klaf. This custom follows the opinion of the Vilna Ga’on, who preferred that all books of Tanach be written with the same protocols as Sifrei Torah. This includes writing by hand on scrolls of klaf with kosher ink (as opposed to printing on paper and binding into volumes), and following all the laws of STAM. This opinion of the Ga’on applies not only to nevi’im and megilos used for public reading, but to all kisvei kodesh (e.g. Tehilim), even if they are used for study or personal reading.
