There is a tradition that certain instances of specific letters in Sifrei Torah, nevi’im, and kesuvim have dots over them (e.g. in Bereishis 33:4, the word “וישקהו” has 6 dots – one over every letter). If a sefer does not have dots over the relevant letters it is still kosher as is, but the dots should be added in if possible.
